The ideas that we defend are not new. They are developed for a long time (Castoriadis, Robespierre, you can even go back to Aristotle). What is new is their popularization and that the Internet greatly eases the rediscovery of archived documents (such as the conferences of Henri Guillemin) and the cross-checking of data.
One of the main actors in this recent extension is the professor of economics and tax law Étienne Chouard (he started in 2005 by studying the European Constitutional Treaty), via videos of his lectures, his website and his blog. Very soon a community formed around his work the « Democratic Seeds » [1]
The research and popularization work of Étienne Chouard is extremely useful, but a part of the members of the community have identified potential brakes to the dissemination of these ideas to the general public:
A citizen has therefore realized the website « Le Message », to follow the development of the thoughts and to synthesize the ideas popularized by Étienne Chouard : the Constitution must be written by the people then voted by the people (a good way to do this is to require a Constituent Assembly randomly drawn).
As the Democratic Seeds community grows up, more and more citizens got involved in the process of synthesizing and improving the set of arguments (for example in answering objections on the use of selection by lot (allotment) in politics), especially on our wiki and on the web site « La vraie démocratie ». The idea made its way and the Democratis Seeds started to meet or to organise audio/video meetings over the internet to build and exchange. Alternative solutions to randomly drawn Constituent Assemblies have also been considered; many other initiatives have been developed within the community. This is for example the case of the ggouv social network, Article 3 (modify the 3rd article of the French Constitution to introduce a citizen initiated referendum).
Many people complained that with the high frequency of publications on the main Facebook group, and with the number of initiatives, tools and working groups that were formed, it was easy to completely miss some important information or major initiatives. There was no simple way to know the current status of the community in terms of projects launched or progress in the reflection.
Le site vitrine des Gentils Virus a été conçu pour répondre à plusieurs manques :
Le site vitrine ne doit donc pas se focaliser sur le cheminement vers une unique solution (l'assemblée constituante tirée au sort) comme le site Le Message le fait très bien, mais doit refléter l'état actuel de la réflexion et de l'avancement dans l'ensemble des pistes que nous envisageons.
Il se doit aussi d'être différent du wiki des Gentils Virus, qui est destiné à recueillir de manière organisée la totalité de l'information que l'on possède à propos du système actuel et de la démocratie. Le site vitrine se doit au contraire de faire des choix de concision et de synthèse (et est donc destiné à faire des liens vers le wiki ou d'autres sites pour amener le visiteur vers plus de détails sur un sujet donné).
L'objectif de ce site est qu'il soit élaboré par sa communauté de manière la plus démocratique possible. Un protocole démocratique de contribution a pour cela été mis en place. N'importe qui peut proposer une modification à ce site internet, et la communauté des Gentils Virus vote pour que la proposition soit acceptée ou non. Votre participation est plus que bienvenue ! (que ce soit pour participer aux votes en cours comme pour rédiger des propositions)
